Bay window damp and insulating

I've just stripped all the wall paper from my lounge, i discovered that the wall paper to the soffit of the bay window has become damp. I have only lived in the property for 3 months so I am unsure if this is from a roof leak or if it is a build up of condensation? Has anyone experience high amounts of condensation to bay windows before?
Secondly, I wish to insulate the bay window. Could anyone recommend the type of insulation which would be best? And if there is any way of getting the insulation cheaper and best place to buy?
