just got a parking charge notice from apcoa for dropping someone off in traffic outside the terminal at Luton Airport on 4/6/13. contravention 02, the notice was issued on19/6/13. as the law was updated in 2012 is this now enforcable more easily through the courts if i choose to ignore it. also they quote schedule 4 the protection of freedoms act 2012, i've had a look at this and among lots of other stuff in favour of ppc's it says if they use cctv to catch you they have to inform yo in 14 days. they took 15 in this case. is there a legal egale who can give me current clarification.

The ticket is still unenforceable. All that the new law did was to enable the parking company to "pursue" the registered keeper as well as the driver if strict guidelines are followed.
We have seen these "drop off" tickets before on here. All they can claim for is actual loss that's been suffered. In this case that's zero. So just ignore theseclowns unless ( and this is very unlikely) they send out proper court papers.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -

If they are pursuing you under PoFA 2012, then there are very strict criteria, one of which is that the NtK (Notice to Keeper) is issued within 14 days of the event (weekend, BHs etc. included in the 14 days), otherwise they can whistle.
Would it be possible for you to scan both sides of the letter, obliterate anything on it that identifies you and post it up on here, please?

It made no difference to whether a fake PCN was enforceable or not (and they are not). Why not search the parking forum - not the whole MSE forum - for the dozens of other threads relevant to you such as using the keywords 'Luton Airport' or 'new law' (not that it's new, we've been discussing this Bill for two years).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
