Bird poo and tree sap are going to ruin the paint on your car. I would persist with trying to get the council to trim the tree so that it doesn't overhang your property.
Alternatively, you could ask the council if they will foot the bill if you get three quotes for the job.
I'd also check of the tree is protected with a TPA (Tree Preservation Order) before you take any action yourself. Again, the council will be able to give you this information.
If the council say you can trim it then it won't cost much to get it sorted. A 15-20 foot high tree is very small. We have trees in gardens here that are well over 40-foot tall.Everyone is entitled to my opinion!0 -
Why not just use a car cover? That is what I do in the summer.

You might even be able to sue the council for damage. If this is the case, then a suitably worded letter might encourage them to trim it. Unless it has a damned TPA. Even then, a TPA allows trimming. If no TPA, then the law states that you can trim overhanging branches from a neighbours tree, as long as you give the cuttings back. I'm not sure about public land though. If you are allowed to do it, a neighbour with a woodburner might do it for you.
