Civil Enforcement Ltd PCN

Hi all, I received a PCN from Civil Enforcement Ltd. The vehicle was parked for 23 mins in a 'authorised vehicles only' car park for a nearby office block. CE Ltd want £150 - £75 if paid early. This happened at 17:20 on a Friday. The charge seems excessive and I am considering appealing.

Any and all advice gratefully received...

    Grossly excessive and exceeds the BPA limit of £100, which alone should see it off at POPLA. Read up the BPA guidelines.

    In the meantime, send them Stroma's soft appeal to get your POPLA code, then come back for more advice before submitting your POPLA appeal.

    Dear Scammers,

    In regards to the invoice received with ref number xxxxxx dated xxxxxx, the keeper denies all liability to your company, if you reject this challenge the keeper requires within 35 days a popla verification code for them to appeal independently, per Version 2 of the BPA Code of Practice.

    The keeper has nothing further to add, and will not respond to any correspondence from your company unless it contains the popla code. If you wish to find out why the keeper rejects all liability, pay the £27 plus vat to popla to find out

    The challenge will be deemed accepted if there is no popla code on any rejection that you supply within the timeframe stipulated above.

    As already advised above, and also do read several other fake PCN threads around yours about ANY PPC (not just CEL but we do have loads about them too). You need to spend the time waiting for them to reject your challenge, by reading up on the POPLA stage of appeal. You can win at that stage with a bit of reading of the forum and by copying & pasting some standard strong appeal wording. DO NOT send a weak 'normal' appeal to POPLA.

    But at the moment the first appeal doesn't matter as long as you DO NOT make any admissions, don't talk about 'what happened' nor imply who was driving. So like Stroma's short but sweet example, the challenge must be written in the third person from the point of view of the person who has received the first letter (the registered keeper, you). Not written from the driver even if that was also you.

    FYI version 2 of the BPA COP has been released which slightly changes the times for appeal responses in some cases.
