My working hours have been cut, last week they were 13.5 next week they are only 3.5.
Would I be entitled to Contributions based JSA until hours either pick up or I find another job?

You can sign on if you work less than 16 hours a week. You'll get your NI contribution towards future benefits.
Whether you get Job Seekers Allowance will depend if you have paid enough NI in the two relevant tax years, I believe 10/11 and 11/12.
You'll be expected to actively seek other work and it wil help you look for more stable work than you currently have. Do not quit your job because of lack of hours.0
