If this is a regular thing, you might like to try a software solution. It won't give you the speed of usb2 however, but it makes copying\moving files in windows a little bit quicker. This is owing to windows having to scan all the files you are moving, creating a crc check of the files, then loading them into cache and finally moving them to your designated drive, where it checks the crc again and finally permits access to the files. What copy of windows are you running, and also do you know model your pc is. Am assuming it was bought & not put together by yourself.
It could be a matter ur drivers need updating or installing.

If not buy a USB2 controller card, simple to install, plug into empty PCI slot and install drivers.

If you know model number of compaq, put it on here and someone may know.
But from sound of it, a USB2 controller card may be your only option. It is very simple to install. 10 minute job. You can get the card for £8 from some places. On ebay they go for 99p plus 4.99 postage, so £6.
If you use other USB devices, you will notice an increased spead with them too.
