Grounds for appeal - penalty exceeded amount applicable

Is anyone able to tell me the source of the figures for the maximum that can be charged for a penalty?
An English council outside of London have issued me with a £100 penalty for parking after a ticket had expired (that is in dispute, but I want to try any avenue that I can), and according to the guide I can appeal on the basis that the maximum should be £50 or £40. Unfortunately I have no idea what the official source of that information is or where I can find it.
Any help would be greatly appreciated.

That sounds like rubbish IMHO - but we never read that so-called 'Guide! I am sure I have seen Council PCNs posted about for higher sums (outside of London).
When you appeal a Council PCN it is not up to you to have looked up all the detail, you are not meant to be a legal expert, so relax and just put the Council to proof of the info you need.
Appeal and say whatever you want about the alleged contravention and then finish by asking for a copy of the Traffic Order which creates a penalty at that level in that car park for that contravention.

Start a new thread but ONLY with pics of the front and back of the PCN, like you will see on every other thread there. You said you want to explore every angle - well pepipoo posters will show you those angles.
