Well yes.

In the past I have googled business plans and selected say 6 or 7 sites and then cherry picked the best ideas from each.

when filling out a business plan, and doing the income, expenditure charts etc how do you work all that out if you havent got the premises yet, things like eleccy and bills i wont know what the outgoings would be until we got until a premises but need the business plan done to try and get money from a bank to get some premises?

You have to guesstimate ...

However, if you've already made some enquiries about the cost of premises, you should have some idea of the lowest and highest rates you might have to pay. Talk to potential landlords and ask if there's anyone in a similar set of premises at the moment who might be able to give you an idea of what utilities are costing.
