Ticket from CPM - UK Car Park Management

Today i was greated with a parking ticket that had been issued at 9pm.

Now i live on a private estate built up with apartments, to which there are around 14 private comunal spaces (to service 100+ residents) and a million DSA assigned spaces (assigned to each apartment). There is undergorund parking but this comes at a 12k cost.

Becuase there is a servere lack of parking i parked in the parking area, but outside of a designated "P" space (paking bay), but not causing an obstruction to the road, path or any safety issues.

The first thing i have noticed is that two cars have been ticketed within this area (with signs above stating its 100 pound fine etc), yet just out on the main road (where also sign posted) no one has recieved tickets.

Contravention 1
No parking ouside of marked bay
Contravention 2
No parking outside of designated area.

No i feel its discusting that privately owned residence have sod all facilities for parking (inc for visitors) but the DSA crowd get assigned spaces per apartment, so who would i complain to? Ive tried Crabtree (the estate management) and they were useless and didnt want to know, untold threades say dont bother with CPM (Car parking management), so the only thing i can think of is the property developer still on site - fairveiw homes?

So do i pay the ticket or ignore it? as the estate is serverely under facilitated and still technically a building site (although our phase is done).

They claim the usual scare tactic rubbish of court, fees, debt recovery etc. I havent responded as of yet, but they do display the BPA logos etc on the back of the receipt.

    You certainly do not pay these idiots, and if you are at the debt recovery stage you ignore them.

    You should appeal to CPM with something soft like the driver doesn't accept that CPM had authority to issue the PCN and that should they reject your appeal they should send you a POPLA code.

    They will either cancel the PCN ( because they don't want to have to pay to be dragged through a POPLA appeal ) or they will give you the code.

    If you get a code then come back here for advice on how to word your POPLA appeal so you win.

    EDIT - in answer to Storma, I'm assuming DSA is the Driving Standards Agency - how ironic ! EDIT AGAIN - I was wrong then - apologies Driving Standards Agency.

    In that case I would challenge them with this, force them to give you the popla code to appeal independently with our help.

    In regards to the invoice received with ref number xxxxxx dated xxxxxx, the keeper denies all liability to your company, if you reject this challenge the keeper requires within 35 days a popla verification code for them to appeal independently, per Version 2 of the BPA Code of Practice.

    The keeper has nothing further to add, and will not respond to any correspondence from your company unless it contains the popla code. If you wish to find out why the keeper rejects all liability, pay the £27 plus vat to popla to find out

    The challenge will be deemed accepted if there is no popla code on any rejection that you supply within the timeframe stipulated above.

    Only do the above by the way if its not at the debt collector stage, you would be to late for popla. But there is no point speaking to a dca as they are scumbags with no powers

    Didn't you say you'd got the fake PCN on the windscreen?

    You do not respond to that sort of private ticket, unless you have to because it's a company/hire car. You keep it and WAIT for the first letter so the scammer can dig a hole for themselves with non-compliant wording.

    Then you send that soft challenge or a version similar to it, witten in the third person from you as the registered keeper replying only to the postal letter.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
