Eh? That's ludicrous! I wonder if its even legally enforceable? I always thought anyone could use loading areas for genuine loading! I've done so myself in the past.
Matty is saying if you organise a meeting there, however spurious, it can be argued to no longer be courier work and just normal business use...
The problem is with a van it's slightly more passable. I normally visit clients at a small venue (not always as big as Excel or Olympia), and liase with clients, set up the equipment and show them how to use it. So it's not typical delivery. So I may be away from the vehicle for 10-15+ minutes.
With a van a traffic warden might just let it slide, with a car they'll assume I'm just using civilian taking up the loading bays.0
