No, it is generally the case that you can transfer up to 90% of your available credit, but you could do as many transfers as you like within the window of available credit.

some cards may restrict how many transfers can be done from the same account in a period of time.. think MBNA restrict it to one per month. often there will be a restriction of X '% of your available credit - to help avoid Fees & other transactions putting you over credit limit...

Yes, you'll need to apply for a card which is not operated by either Halifax or Royal Bank of Scotland - this is because you generally cannot transfer a balance from one card to another card owned by the same company (they'd be losing money if they allowed it).
