installation of replacement boiler. Still need completion certificate?

A question re installation of new/replacement boilers.
House built 2004 come with combination boiler, boiler replaced by another combination boiler in 2009. Installer was corgi/gas safe registered. But unable to find completion certificate and gas safe was not notified of installation.
In process of selling house, lack of certificate is causing a problem. Had a plumber come and check the system over and give us a gas safety certificate. When i discussed the possible need for the boiler to be decommissioned and recommissioned, he said that if you are replacing a type of boiler with a similar type, ie one combi with another, it isnt a new installation.
Any thoughts on this? Just a touch worried we could lose the sale on this issue.

They shouldn't need any completion certificate. In fact i've never heard of one. Usually when a new boiler is installed the installer just fills out the benchmark form that comes with the boiler instructions, this doesn't mean squat. I've changed a couple of boilers and not notified anyone or left a certificate.0

It's Building Regs certification you are meant to have.
This should have been arranged by the commisssioning engineer, via Corgi (or Gassafe depending on date)
However, as the council can only enforce BRs within a year, it isonly an issue if the buyer or their mortgage lender makes it an issue!
Whether the boiler is actually safe/reliable is a different issue, and neither 4 year old BRs cert, nor commissioning cert would guarantee either, whereas a recent report is of relevance.0 -
We had to supply our gas safe cert on our recent house sale for the new boiler that was installed a year prior.0

Have you contacted Gas Safe to see what they suggest? Although I'm sure there was another thread on here lately who had to basically hassle the plumber to get there boiler registered with gas safe as the cert can take 10 days to come through. I didn't supply the benchmark paperwork just the gas safe and the service that had just been done!0

I checked with gas safe and they werent notified when the installation was done a few years ago, the original plumber has now ceased trading.
The guy i had to issue the safety certificate yesterday said that this non compliance was extremely common...0
