    You haven't been fined.

    It's not difficult to dispute - but you don't dispute it from that angle if you want to win. It is indeed a scam but it can be beaten.

    You need to start your own thread if you don't find the answer on how to challenge this when you read the current threads on page 1 and 2 of the parking forum. See my signature, one click gets you off this single thread and onto the main forum thread list.

    Once you've read some more threads, know for sure this is not a fine and see that in England & Wales the answer is a specifically-worded 2 stage appeal process, just use the 'new thread' button on the main forum to start your own.
