I have an issue...
Why can't we overstay beyond the time displayed? Why can't we pay beforehand instead of getting a "parking fine"?
Can I appeal on this basis?

That is a pay and display car park, there are lot of car parks where it wouldn't be practicable. The system that works is pay on exit, but that would wipe out the need for these scammers. So they wouldn't go for that, would they ?
Anyway there are a lot of appeal points, so who ticketed you? Was it after October 2012? Is it in England or Wales ? Have you been in contact with them? Have you had the notice to keeper?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

You can but you will be turned down, both by the PPC and POPLA. You need to be much more clever than that as reading virtually any thread on here advises.
Read a few. and also the first sticky on this forum.0
