I tried three times:
1st time got the error message as mentioned above
2nd time, looked like it was fine. Put my details in, submitted, then got the error message again.
3rd time, I put my details in and when I submitted it told me I'd already entered.
So, it looks like if you get as far as adding your info then it counts, even if it pulls the error.
