    Still, it would be the occupant of the annex who is liable to pay the extra council tax not Bob who (I assume ??) is landlord/owner??

    Problem is that if it's empty for any length of time, owner has to start paying after a set period of time (think it might be 6 months, can't quite recall) albeit not for the full amount iirc

    An annexe where someone can live (i.e cook, wash etc) is considered a separate property for CT purposes.
    It makes no difference if all the services/utilities are via the main residence.
    It is usually classed as the owner's 2nd home. Some areas will give a slight discount but others won't.
  • However the OP states it "doesn't have a usable external door" which implies there maybe a door but it is not usable.

    There was a door from the original property ages ago, but has since been cover from the inside, and used a decorative piece from the outside. and unless I get a pickaxe and move the huge cupboard in front off it, it's not going to be use anytime soon.

    is it another one of those things were different people will interpret differently?
