Paypal has my funds on hold (Can they do this)

I opened a new ebay account for my wife hoping she would buy me something nice for fathers day, lol.
Anyhow she recently sold some old garage equipment of mine and sold them for £210, the buyer had paid by paypal so my wife paid the postage £25, and gave the shipment number to Ebay, the buyer has left good feedback, so all is well there.
However I recently checked my own account and found out that the payment for the postage and the Ebay fee's were paid out of my own bank account and not the money in the paypal account.
I made enquiries to paypal and they said the funds are being held as I have a new Ebay ID to ensure that everything is ok they will hold onto the sums for 21 days. or until I produce proof of postage and get feedback for the item which I explained I have?
They now say I still have to wait, I think there making intrest on these funds, is there anything I can do?

I think this is the normal procedure. When I first started selling from my eBay account (had it several years for buying but never sold anything) my PayPal was frozen for 21 days. Same with amazon if you sell on their marketplace.
I think it is just a safety protocol as there are stories of people trying to scam buyers on eBay as there aren't really any checks, etc when you open an account. After I sold the first item and PayPal was unfrozen it hasn't happened since.Slimming World : joined 27th July 2012
