Credit Card Surcharges when Booking a Holiday

I am looking at booking a summer holiday and I discovered that most websites charge a surcharge of about 2.25% if paying by a credit card.
It is my understanding that these charges were banned on April 6th 2013.
Can anyone clarify exactly what the new rules are, and if the travel company can legally charge me an extra £150 for paying with a credit card?

they are still allowed to charge but not more than the cost they actually incur from the credit card company which with certain cards I believe can be up to 3%
