My mate taught his daughter how to change tyres before she got her license as he didn't fancy her waiting for someone to rescue her if she got a flat somewhere dark late and lonely, and that seems sensible to me.
I think some countries (might include Japan) make you demonstrate you can change a tyre before you pass a test.
I think it's because if you're in a country where the roads are congested you need to get moving again quickly so you don't block the road weating for a breakdown van.
