Excel Formula Problem?

Right, I am attempting to use the "countif" function and it works fine if I enter a value. Example:
=countif(D4:D15, "<=500")
However 500 is a variable amount so if I enter the formula like this. Example:
=countif(D4:D15, "<=B2")
it doesn't produce the desired result, how can I get around this?

actually mean ':' 0 -
= COUNTIF ( C 1 : C 1 9 , " < = " & C 2 5 )
Assuming your variable is in C25 - Take all of the spaces out
