Been refused PPI refund, help please??

Hi all
When I first got a mortgage back in 2002 I was sold an "accident, unemployment and sickness " policy( Scottish Provident) and was told by the broker that I needed it for my mortgage.
It was only at the beginning of this year that a colleague at work told me that this was wrong and that I didnt need it anyway as we get an excellent package working for the Home Office. The broker also sold me a life policy(Norwich Union) with accident and unemployment added as an extra!
On the 16th January this year I wrote to Scottish Provident who them put me onto a company called Personal Touch. After 5 months "investigating" they have told me today that they are not connected to the broker that sold me the policy and cannot help me further. Is this right? I paid £17 a month for this policy for over 10 years and also £28 a month for the life policy!!

I was sold 2 lots of accident, unemployment and sickness insurance at the same time, by the same man surely if I needed any I would only need 1?0

It is pre-regulation. So, even if the broker was an agent of personal touch, they wouldnt have to consider the complaint.I was sold 2 lots of accident, unemployment and sickness insurance at the same time, by the same man surely if I needed any I would only need 1?
You can have as many as you like up to an income limit. It is not uncommon to have one for the mortgage and one for an amount above that. It can be with some types of PPI but not normally mortgage or personal payment protection. Just in the last couple of months the FOS ruled that someone with the same package of benefits as you was suitable for having PPI when it is for long term contracts.I am an Independent Financial Adviser (IFA). Andy - Yes both sold at once.
I really do believe that it was mis sold to me but I don't know how to take it further as the brokers has been dissolved. Should I send it to the Financial Ombudsman?0 -

You dont have access to the FOS as it is pre regulation. You dont have access to the FSCS that deal with complaints on companies that no longer exist or have no assets as it is pre-regulation.
