Parking charge notice - dozens affected

Hi everyone

My vehicle has just been issued with a PCN for a stay in a car park seemingly run by ce-service saying they have photographic evidence etc etc

The car park is free for first 90 mins then £1 an hour thereafter and you buy your ticket when you leave in the supermarket below. The machine refused to take payment at the time of leaving.

Apparently loads of other people are getting these letters as well, with further mail demanding more and more money.

    Recd one today too!

    I am disabled and am a Blue Badge Card, which was clearly displayed. I cannot be 100% sure whether I was actually parked in a disabled space because there are only 3 spaces, But that wasnt the offence. The offence was being parked without paying. (Disabled drivers are exempt - I always check).

    I could do without this stress. I rarely go out as it is. Now i'll be worrying about getting fined when I park.

    This is not a fine, do not pay it and do not (yet) appeal or respond; let's find out who they are first.

    Is the full name of this company Civil Enforcement? Or 'CE-Services' (never heard of them)? What address and company number on the fake ticket?

    It's a scam by the way.

    Complain to the owner/occupier/Supermarket. And the Council Trading Standards, also email the BPA to report the company (look on the BPA website to 'report an operator') and to ask if the firm are members.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    ce-services is the web site of civil enforcement, be interesting if they use that name on the tickets.

    I'll be complaining to those youve mentioned, and making it public (work at a local newspaper!).

    The offence was may 24, and it was issued yesterday so it's taken 20 days for them to get to me! We're on the Isle of Wight by the way and the supermarket is the co-op.

    I remember at the time being surprised that the machine wouldn't take my money - I just thought perhaps it was a free day or something. A woman in front of us in the queue had the same thing, so she'll be getting charged too I guess!

    You have NOT BEEN FINED it's a scam invoice!

      Your blue badge does not entitle you to any parking privileges on private property. We would refer you to your blue badge handbook for more information.
    But I'm sure Coopon Mad will have a few comments to help you with that one!

    My ticket is in the name of Civil Enforcement LTD

    And it has a Co Reg No 05645677 and says Our full appeals process can be found at www . ce-service . co . uk (delete spaces)

    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    They only have 14 days so they are out of time, and can now only pursue the driver. Edit your post please to remove any reference to any driver and replace by 'my vehicle'. They can and will use your posts on this forum against you in the small claims court.

    They have committed a breach of DVLA rules by pursuing the registered keeper after the 14 day limit. Other companies have been banned for several months for doing this. If you are interested in complaining to the DVLA, please say so and we can help.

    Otherwise your appeal is along the lines of:

    Dear x,

    I wish to appeal against your parking charge notice because you have failed to meet the POFA 2012 requirements for pursuing the keeper. Please cancel the charge or provide me with a POPLA code within 35 days of this appeal. I will not be entering into further correspondence with you regarding this charge.

    When I parked there for the first time as disabled, I checked on the pay & display machine (a private one, not the usual one) and it said that parking for the disabled was free. There is no notification visible to say that has changed. Is a disabled person supposed to get to the machine every time they park to see if that has changed? I'm taking my camera next time I go.
