Ground Floor Flat Shower - Advise Please?

Hi All,
I'd really appreciate some advice before I start getting quotes. From past experience on other jobs, people come up with different solutions, and it can be hard to know what to do for the best. So I thought I'd ask you kind peeps first.
I don't have a shower, and am thinking of having one when I get a new bathroom. My main problem is poor water pressure.
I'm in a ground floor flat with an Indirect Fortic Tank (all-in-one with cold tank on top of hot tank). It's in the airing cupboard, so not a lot of head pressure. Central heating boiler is about 10 years old - not a combi or condenser type. Mains water pressure is on the low side. Hot water comes from the Fortic, and the water pressure is pants. I know I need my electrics upgraded as well.. :eek:
So I guess I need a pump. Should I get the whole flat pumped? Or is there a shower for my circumstances. Any idea of which solution is best for cost would be really appreciated.
