Central Heating problem and question

My Danfoss control box has two settings - Water Only and Water/Heating.
When on "Water/Heating the red light comes on on the control box and the boiler fires up. When on Water Only, the red light comes on on the control box but the boiler does not fire up and the boiler light does not illuminate.
I am thinking that the motorised valve must have failed. Is that a correct diagnosis?
Any advice appreciated.
