Getting new phone line installed

Current address has a dial tone but no broadband and cannot make or recieve calls, tried ordering with Sky who said that they linked the address to a previous bad tenant and refused to give service, then tried BT who did the same but said they would give service if £130 deposit paid but would need to prove residence with a tenancy agreement, passport and driving license!

This seems extreme as they seem to auto assume that a new tenant is linked to old tenant.

Is there something a new tenant can do?

    Provide the information they are asking for? This is standard practice, it stops bad debtors signing up again via a friend or partner.

    Well what if tenant does not have the required things, I personally have never been abroad nor applied for driving license and even if I did would be unhappy a company held that amount of details of me,

    You can ask that they destroy the information once they have verified it.

    Do you have any other proof of identity? They don't have to provide you with a service, so the burden is on you to prove you are not related to the previous tenant.

    I think Sky and BT could be trusted to keep such details to themselves and abide by the DPA ;)

    Since they will be passing the details to a CRA, 'trusting' them with 'your' information is hardly appropriate.

    Once they know it is genuinely a new customer (and you prove it) then services are provided - with a refundable deposit if required.
