Problem with TicketMaster, any advice?

I'm posting on behalf of my sister and her boyfriend who ordered tickets through Ticketmaster 6 months ago for an event happening in a fortnight.
Ticketmaster posted them out a while ago - unfortunately this was to his address (they have just moved into a new place together) and he got a notification they had been returned to the local post office. He then sent up a mail re-direction but I'm guessing that only applies to post which postdates it.
Anyway, I digress. He didn't pick them up in time (totally his own fault) and they were returned to Ticketmaster. For the past two weeks he has been trying desperately to get hold of them to no avail. Emails - not answered. Many phone calls a day - not answered. There just seems to be no way of getting hold of anyone.
Does anyone have any suggestions? It would much appreciated. Also - would Ticketmaster reissue them in any case? My feeling is that unfortunately as he didn't collect them, it would be seen as his fault. Any know if this would be the case?

1. Look at www . ticketmaster . co . uk/h/lost_stolen.html (remove the spaces—the forum wouldn't let me post a URL) for how lost tickets can be collected from the box office (with appropriate identification) if they are replaceable (usually possible for booked seats but not general admission tickets it seems).
2. From www . ticketmaster . co . uk/h/help.html ask a question about "change of address". The resulting article is useful.
3. From this article there is a tab for Ask a Question, which seems to be the standard way to contact customer service.0
