This is the bit I was after, I hardly think sending one e-mail would be considered much of an effort when trying to contact a winner
The Copy Advice team is often asked what promoters should do if they have carried out the promotion according to the terms and conditions laid down but are unable to contact the winner. Both CAP and the ASA would expect promoters to make all reasonable efforts to contact the winner but if, despite their best endeavors, they are not able to contact the winner, promoters do not need to award the prize. Some promoters award the first prize to the runner up.

If you sent it to and from the same account they probably didn't get that one either.

Update: They emailed me back today after my reply informing them i'd contact the IPM and they said they will send me a prize equal of higher value as they did not have the original prize instock. Therefore they are sending me Anya Hindmarch studded make up bag with a selection of beauty products. Am very pleased with this. Am so pleased they were understanding about the situation.
