Paypal add 1% extra charge on all foreign purchases

For the last month paypal having been adding an extra 1% charge on all purchases which are in a foreign currency and paid for by credit card.

This is charged to the purchaser, even for personal accounts, which are supposed to be free.

This is a charge levied by paypal not the credit card company.

So if you make a purchase for say $100 they bill your card $101.

It applies even if your credit/debit card is denominated in the same currency as the purchase (e.g. euro or US dollars).

No mention of it in their T&C.

Of course I have complained about this not being in their T&C but so far just get fob-off replies.

So be warned of this extra charge if you plan on buying any goods or services from abroad and paying by paypal.
