Excel Parking in Peel Centre - Stockport

Hi, first post on here so excuse me if i've done anything wrong.
I've looked through a number of posts which sound very similar to my position but thought I would post my situation for some advice and also to let others know that they're not the only ones going through these issues.
My partner borrowed my car and went to the Peel Centre Car Park in Stockport, she always pays for parking in pay & display car parks (she's much better behaved than me!). Anyway, that was a day in May and I have just received a "Parking Charge Notice" from "Excel Parking" ordering me to pay £60 within 14 days or £100 thereafter.
Having spoke to the missus she says that had she known that it was pay & display she would definitely have paid but she can't remember going on that day and can't remember if she did in fact pay anyway, needless to say she no longer has the ticket anyway to prove one way or another.
I recently moved house, the issue date for the PCN is dated 29/05/2013 but because I have only just been and picked up my mail I have only opened it today. I've changed my address with DVLA now to new one.
My partner was quite concerned and rang them and they advised that she emails them with her full details and a description of what had occurred. She was told over the phone by a "Excel Parking" employee that quite often the cameras pick up your car twice if you have gone around the car park etc and it could be because of this, he also said that sometimes the car registrations get input wrong and then the system won't pick it up. He said that if she emailed with full details they could check system to try to find ticket.... Seems like a scam to get her details to me!
What advice would anyone offer in this particular situation?

The peel centre car park has very clear signage . In fact they recently upgraded the signs after a judgement which hit the press concerning this car park. They have also installed ANPR cams at the entrance/exits. I make it my sworn mission never to park in the peel centre. I can park for free at Tesco just a short walk away. Its free for three hours. Also Asda and Sainsbury £1. The only way to beat the peel centre crooks is dont park there and dont shop there.Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). Thats why your slave box costs so much..0

If it was a postal fake PCN issued within the last 28 days in England/Wales, you should challenge it now (if it's a fake PCN on the windscreen we always say WAIT for the first postal notice to keeper, as long as you are the keeper at the DVLA).

Do not say who was driving, write the first challenge as shown, either a short or a longer one, not talking about 'what happened' and ONLY in reply to the postal Notice, written from the point of view of the registered keeper not driver.
At POPLA stage you'll need a different stronger appeal so read other threads & learn from them in readiness but do ask for help before POPLA stage.
You need to read current threads on the forum not this one alone. Then when you need more help at POPLA stage start your own new thread please.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
