VCS and Excel are the same company, but what does it say on the signs as in who's are they? Keep both of these safe as I think it's worthy of a complaint to the dvla over this.
You obviously haven't caused a loss to the scammers or retailers, if this is England or Wales I would challenge this, and if rejected go to the independent appeals popla. If in Scotland or NI then ignore completely.
If the vehicle is hired/leased/company you will need to appeal to take it away from the registered keeper. The simple challenge below will get them writing to the keeper. Only send it when you receive the notice to keeper.
Name
Address
Date
Dear Scammers,
In regards to the invoice received with ref number xxxxxx dated xxxxxx, the keeper denies all liability to your company, if you reject this challenge the keeper requires within 35 days a popla verification code for them to appeal independently, per Version 2 of the BPA Code of Practice.
The keeper has nothing further to add, and will not respond to any correspondence from your company unless it contains the popla code. If you wish to find out why the keeper rejects all liability, pay the £27 plus vat to popla to find out
The challenge will be deemed accepted if there is no popla code on any rejection that you supply within the timeframe stipulated above.
Yours Faithfully

As I said on your other thread (please stick to ONE thread all the way through this scam now) , please answer HO87's question without giving too much detail. Is it s Notice to Owner or a Notice to Keeper, and was it received by day 14?
You can appeal this and win like on all the other PPC scam threads you can read here.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
