NTK for a private parking company

About 8 months ago i found a parking notice on my bike i ignored it. six months later i received a NTK from them. does this mean i am no longer obliged to tell them who the driver was ? i believe it's a 57 day rule for that but i don't fully know. i live in Cornwall if that helps, can anyone give me a template latter so i may respond to them stating i refuse to tell them who the driver is and i am no longer obliged. Is it before October 2012 ? And they are well out of time for this so ignore could be an option, but it depends on who issued the fake ticket. Some of these scammers are doing small claims .When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.

Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Well you are under no obligation to tell them who was the driver/rider of the vehicle as it fails pofa 2012. So the NTK as in April? Shame you didn't respond to that and use POPLA to win the appeal. If you got the NTK more than 28 days ago you missed your chance to appeal it and will have to ignore it now (no point in responding too late - and if this is Parking Eye DO NOT respond now and raise your head above the parapet). Simply file and keep all the letters and if you get a small claim you will have to defend it.
Would have been far easier to see it off at POPLA and I can't understand why so many people overlook this and miss their chance, leaving themselves open to a rare small claim for years afterwards. Nowt you can do about it now unless the NTK was received less than 28 days ago.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
