AI holiday paid but now single supplement due

My SIL booked an all inclusive holiday to Cuba with her partner at a cost of over £2k.
They split up and the partner has phoned Virgin Holidays to say he is not going. Which is fine. SIL still wants to go but they have told her she has to pay almost £500 extra.
Is this allowable? The room, food and flights have already been paid so in fact they are saving with only one person using those facilities.
I did try searching but when you type in "single supplement" there's a lot of disgruntled people out there!

Is she the lead name on the booking?
If not - I would be concerned about them making this change on the say so of someone who is not the lead name
If she is - he could cancel the whole booking and there is nothing she could do about it

It's a bit rich on a AI holiday to ask for a single supplement

    Sorry SIL?

    Wikipedia comes up with

Servis Industries Limited (SIL), a rubber production company and a group of companies in Pakistan.

    I guess it isn't that.

Can the name on the booking be changed, will she take me (I won't charge anything) just don't tell Mrs Bob The Saver.

    Edit.

OK just been told what SIL is, do you have a photo?
I look something like this, http://www.healthyskinsolutions.com/wp-content/uploads/Handsome-Man.jpg

    Well something like that.

If he hasn't effected a refund and is not asking for one, then a single supplement should not be payable.
But if he is claiming for any kind of refund, she is stuck.
