The LLP is less than 12 months old ... but has already terminated quite a large number of its partners (including the domain owner).
They have appointed a limited company as a partner. That particular limited company has failed to supply any accounts to companies house.
Even barge pole suppliers are struggling to make any profit from that LLP

It is not in principle ridiculous.
Some of the savings are perhaps questionable, but compared to alternatives where you have a maintenance contract, and the savings of not having to come up with the capital immediately, and gas savings for high users, £38/mo can start to look quite reasonable.
Does it make sense if you have the cash to put aside against repairs, yourself - probably not.0
