ARGH! Halifax! Argh! Vanquis!

I am totally at my wit's end with Halifax and really don't know where to go from here  I don't even know if I'm in the right forum but I need to vent and hope someone can help somewhere, so here I am!

Back in January I took out a DRO as I was in serious financial strife. The official receiver informed all of the creditors and, aside from a couple of initial hiccups with a couple of them, things have been ok on the harrassment front. The problem I have is with Vanquis Bank. Despite being informed they continued to take money out of my account every month, and every month I would have to make endless phone calls to get it refunded. I didn't mind that so much as it was a relatively short and simple phone call. At the end of April, however, I was refunded the money then received a letter from Halifax saying the amount refunded will be re-debited out of my account as Vanquis have provided proof that this was a legitimate transaction. The 'proof' they provided was a faxed letter stating that I had been in contact with them at the end of March and entered into a payment agreement. This is completely untrue as, in the terms of my DRO, I am not allowed to be seen as prioritising one creditor over another or the DRO could be revoked. And why on earth would I suddenly agree to a payment plan AFTER taking out a DRO??!!
Because of this 'proof' Halifax have now taken the money out of my account sending me overdrawn and charging me for the priviledge. Nice.
I have spent literally hours on the phone to disputes trying to sort this out and yet they just don't seem to get that Vanquis are not entitled to take money out of my account due to the DRO.
My question is this........where do I go from here? I am overdrawn, out of pocket and at risk of having my DRO revoked on account of Vanquis blatantly lying to Halifax and Halifax showing a blatant disregard for the DRO.
I feel Vanquis should be investigated for fabricating 'evidence' in order to get money they have no claim over, and Halifax need to pay back the money they have taken from my account, re-imberse me for the hours of expensive phone calls I have had to make and apologise for the enormous stress they have caused me.
Who do I complain to? I have tried complaining to Halifax and all I have got is 'we have processes that we have followed correctly and we can do no more' and Vanquis haven't even acknowledged the fact that they have lied about the contact but accept they hadn't actioned the DRO, but now have (that's ok then!)
Any advice appreciated!! Sorry for epic post!!
