Gas Pipe Installation at Block of Flats - Permissions required?

Hi There

Looking for some advice. I'm a resident at a block of 12 flats. At the moment we have electric heating (i.e storage heaters), one of the neighbours had enquired about getting a gas pipe to the building, and have discovered that a few of the older residents are entitled to grants to bring the cost of this down.

Despite the installation of gas to individual flats being totally optional (ie. a mains pipe will be installed and you can choose to be connected to it) a few of the neighbours have point blank refused for this work to take place. The factor has now got involved stating that permission is required from all tenants for this work to take place. Is permission from all residents required? My thoughts were that permission was required only from the majority of individuals within the building. Basically we have a few "stubborn" individuals who dont want gas being installed, for reasons which have never been made clear. Im not going to get it installed to my flat personally due to cost, but a few of the neighbours (especially the elderly) struggle with the storage heaters and Im generally concerned for their health in the winter months, which is why I support the installation of the gas.

Any advice is greatly appreciated.

    You should check your lease. I also live in a purpose built block and my lease grants the right to run gas, electricity and water to my premises. I would have thought the Landlord / Freeholder would be the person to decide what should happen.
