Royal Mail Redirection 'service'

i seem to have tried every customer service representative in their redirection department to no avail for the last 6 weeks!
I have 3 redirections set up none of which are working.
one from my old address to temp address in london
then from temp address to perm address in london
all the time i had a redirection of my dads mail following me as he had alzheimers and i had POA, unfortunately he passed away in April - and RM then informed me it was impossible to keep redirecting his mail as i had been doing so for over 2years already and it was against policy to do it for longer than that - therefore couldn't help.
after weeks of emails and letters and calls i was given a form to fill and charged another £50 to set up a 'special circumstance' redirection from my late fathers address to my new address.
unfortunately no post is getting to me, it is either going to any three of the old addresses or into the ether, leading to a constant tour to collect post from multiple addresses, while i try and deal with my dads estate and other legal matters in a timely manner... its been impossible.
the lack of understanding and service from RM has been unbelievable and most importantly (despite the hours of wasted time and £150+ i have paid) the redirections still do not work.
My next step is to try Postwatch and the consumer press, any other ideas would be most welcoming thanks - i tried tweeting too but they didn't even react to that!!!
Is it not illegal for anyone else in the country to tamper with post in this way??

mulpiple redirections can cause problems
eg you get a red redirected mail pouch with label
you legally cannot open that pouch to check the mail inside. so how do you redirect it?
Or the postie puts the label over the full old details,so the next postie cant see it should be redirected
do you still get mail sent to the temp address outwith the redirected stuff?
be much easier if you could remove the extra address/redi0
