Blocked up drains

Does any one have any advice on what i do next.
The story so far ,Toilet downstairs when flushed was slow to empty .I checked the fowl water line outside and under the lid is full off waste Human ,food ,etc ...smells like it has been their for a while .
I tried rodding it and all it seemed to do was push the blockage further down .I also lost the metal end off the rod (probably won't help)
This needed to be done about 8 months ago ...That time it blocked up entirely ..I assume in a few more days it will block up entirely again.
There was lots of fat down the drain .and I am concerned the neighbours waste runs through mine ,is that possible
would caustic soda work?
would boiling water work?
If I was to (don't think to deeply about this )somehow mangae to scoop all this gloop out ...where can i put it ...of course not back down my toilet ..I was thinking the drain in the gutter ,or is that breaking the law?

The drain cleaning guy came and emptied and jet washed the drains .he sent a camera down and found tree root ingress about 30' downstream from my foul waste line this is off my property and over the road .The tree above this point is on a peice of land owned by the council .
The plumber quoted a time span of a week before it blocks up again .He could not get the camera past the first root ingress as it was to thick .
This is the second time I have had to do this and I have know found out that my neighbour (who shares my line )has had the council out previously(her house is a council((now housing association property)) Their investigation found nothing .
This has cost me over £200.00 so far.
Does any one have any advice as to how I proceed ?

I have e-mailed local environmental health tonight just to ask for advice and for assistance on who to contact.
any help would be much apreciated ...My money really is going down the drain!!
