Excessive Delay in Sending Away V5

A lot of details around why this situation is the way that it is, but that's another story for another day.

I know that if you don't send the logbook away to DVLA quickly after selling a car, then you can be fined for not informing them of the new registered keeper.

The scenario i'm in, is i purchased a car from a "friend" as it was damaged beyond repair and i was going to use it as spare parts. This was approx 18 months ago and it's on a relatives driveway now and has been since then.
At the time. he asked me i could post the V5 as it would be hassle for him (lazy i know)
Shortly after i verbally agreed to this, the person stole from my relative and generally turned horrible.
Based on this, i didn't feel like doing them anymore favours told them to stay away and decided not to post the V5

Now i'm going to post the V5 so the car is registered to me. It still has the original date of sale on it.
Am i responsible or liable for any fines from DVLA?

    The vendor is supposed to send it in, not the purchaser.

    Not for the late V5 - you didn't post it, he did because that's what the law says should happen.

    They may wonder why you didn't tax or SORN it, or chase up the missing V5 but it's the RK who's liable for those things and you're not the RK until they issue a V5 in your name. So can't really see how they could do anything about that.

    Correct procedure for you is to apply for a V5 in your name.
    As you have the new keeper portion, it is free.

    You should not send back the left hand page, the registered keeper does.

    The registered keeper should have been prosecuted by now for no tax or insurance, unless he has been SORNing it.
    I want to go back to The Olden Days, when every single thing that I can think of was better.....

    (except air quality and Medical Science ;))

    I SORNed it at least once from memory using the V5 when it was due to expire shortly after i got it. I can't remember if i done it a second time.

    I think i may do that instead with the new keeper part instead then so it's all done by the book, thanks.
