Moving bathroom upstairs

I'd be grateful for some general advice..

Hoping to move back to Scotland early next year into a lovely old place which is in need of some upgrading - one piece of work would be to move the downstairs bathroom to upstairs.

Does this type of work need to meet any planning or building regulations?

Thanks

Definitely will need a building warrant, planning consent will depend on the property. Best to contact both departments (they don't speak to each other) and ask.

Now at the planning the project stage of the 'retirement' home.

The move of the bathroom is at the forefront of my mind... I've looked up the relevant local authority website and see that there is an application form (even if I can't download it from the site).

When I searched for the start of work notice I got this:
Immediately after the Building Warrant has been issued, you may start work.

You must let the Local Authority know 7 days prior to starting work.

As I am a complete numpty at these matters the two statements above seem to be in conflict - do they mean that the building warrant is not issued by the LA? Or do they in fact indicate a seven day hanging about period?

Some advice would be welcomed - as usual.

    Thanks

Requirements in Scotland are different from Oxford. OP knows he/she needs a Building Warrant.
