Whose responsibility is it to repair the garden fence?

Hello all, my first post so bear with me! 
The wooden fence (boundary fence?) in our back garden has become quite badly damaged, with some panels coming down completely, all due to heavy wind. Not my fault or my neighbour's fault.
The fence was erected by the previous occupants of the house next door (on our left). The new occupants are challenging me and my partner to repair the fence claiming it's our responsibility and not theirs. The new neighbours have even complained about us to the housing association for not repairing it.
It just doesn't seem fair to me as we didn't put the fence up. Surely it's their responsibility? I'm more than happy to split the cost of repair, but the neighbours are unwilling to accept a compromise. What, if anything, can I do about this? What are the rules about fencing in rented accommodation? (Our housing association would do it for us but would charge and there's quite a long waiting list).

The house deeds wil show which house is responsible for which fence. The contract with the HA /landlord will show if they or the occupier are responsible for paying0

Unless stated in deeds, there is no liability to maintain or repair a fence.Eat vegetables and fear no creditors, rather than eat duck and hide.0

I suggest you consult your STA. Surely the HA is responsible for maintenance of fencing?No free lunch, and no free laptop
