Housing benefit calculation wrong?

Okay after spending the best part of six months looking for work I have found a job and had my housing benefit readjusted. I am totally confused though!
Basically they have included Child benefit in the calculation which I thought was disregarded. I am working 16 hours per week and earning £135 per week. I have two young children. Every online calculator including their own tells me I am entitled to £30 per week more than the calculation I have been sent. They have said I am entitled 0 help with council tax yet have sent me a bill for only £23 for the whole year.
Is Child benefit now included in the calculation? When did this happen? I come under Thanet council and the LHA rate is £114.23 per week here.
Any advice please?

Child benefit should be disregarded as income for HB (but may be counted for council tax support as each local authority has their own rules).
