Can this parking fine be successfully appealed?

Hi,
A friend of mine has received a council parking ticket.
He was literally only parked for 30 seconds. The ticket says observed from 10.26 - 10.26 which is obviously less than a minute which really doesn't seem fair. It was like they watched him leave the car, and pop in the shop and then put a ticket on the car. When he got out the shop he saw the warden and explained he'd just quickly popped in the shop for a paper.
He also pointed out that the warden was also parked illegally.
Is it fair to give a ticket in less than 30 seconds?
Also on the ticket the number plate is wrong. They have put an F instead of an E.
Is there any way to appeal this ticket?

If the car reg is wrong HE MUST NOT APPEAL AND MUST NOT PAY. He has got off it completely but must keep the ticket safe, as evidence if needed later.
Post back again if he hears anything but a wrong reg number is fatal to a Council Penalty Charge. He will not be paying at all and should hear no more.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
