Water rising up from small hole in outhouse floor??!!

hi all, this is a bit complicated! we have a brick outhouse adjoined to our house, we have been here a year and the floor was constantly wet so our HA sent dampcure out and they laid epoxy resin onto the lower level floor (the outhouse is on two levels first level same as house the steps down about 6 inches) anyway we were still faced with a significantly wet floor so my other half today pulled up the flooring from the house level bit and moved the appliances out and we have discovered what appears to be another capped off stop !!!!, there is a half inch diameter hole in the floor behind it and the minute we turn the mains water back on, the hole fills with water and starts spreading across the floor?? so its obviously been coming from there all along and then passing down through any gaps to the lower level floor.
we knew the house level floor area was slightly wet but as we had flooring down we had no idea how bad it was until he ripped it all up today, the floor totally stank as well, but when we cleaned it all and then re turned the mains back on the water is coming through clear so its def mains water....
as we are HA tenants i am aware they will need to sort it out, but i have rung them 14 times today and no one has got back to me! we have kept the mains water off and shall only be turning it on when we need it but we have four kids one of which is a 9 week old baby so its a bit of a nightmare keep going out to the mains to turn it off and on!
also when i went outside and walked around the outhouse walls, in the corner where the leak would be all the mortar two bricks up is wet and crumbly
im so blinking cross with dampcure as surely they should have spotted this themselves!! anyway does anyone know firstly why we would have two stop cocks (the other is in the kitchen and clearly provides the house etc as the one in the out house is capped off, no pipes going from it etc..) and secondly what on earth will they do to fix it, or is there anything we can do as a temporary measure? i hope this makes sense to someone lol! we tried turning the mains off and turning our stop !!!! back on incase we are fed from somewhere else and we arent. any help or info or ideas would be greatly appreciated, and if i need to post a pic of the offending stop tap i will try my best!!

If you can post a pic of the leaking stop tap, someone here may be able to suggest a temporary or even permanent solution.
Note, if you type stop co*k, it will replace with exclamation marks as your post above because, the forum filters out suspected rude words! Hence why I called it a stop tap

Hmm, I assumed it was blocked because of the exclamation marks.
