Best android app for calls/texts abroad

Apologies if this type of question has been asked before.
Im taking my Son to Florida in July. My ex-wife doesnt have a landline phone. She has internet though. What is the best app for my Son to speak to her? Is Skype the best app to use? Are there charges for using it?

If you have a smartphone Viber is about the best, can make calls and send texts. There is also Whatsapp which is good for texting.
If you are a BT line user Smart talk is excellent being able to call back to UK at your line rental package, ie evening and weekends etc. but only to landline numbers. They should all be used with Wifi though.0 -
Www.Voipcheap.co.uk is a good service. We got free landline calls plus calls to mobiles were only about 3p a minute when calling from India0
