No Receipt of letter concerning Parking Ticket

Hi, not sure if anyone can help
Got council parking ticket - appealed received reply to say got appeal this was last december then got letter in late march saying it had gone up from £65.00 to £195.00 - sent reply saying where is rejection letter why gone up so much am prepared to pay amount in beginning but not now bigger amount. They reckon sent letter in february with rejection but never got ?? where do i stand as replied to every other letter they sent and really dont have the £195.00?

You should post this on https://www.pepipoo.com as well, they are the experts on council tickets.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.

Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

You reply to the Order for Recovery when it arrives and say you did not receive a Notice of Rejection of Representations nor a Notice to Owner (effectively, that the Charge Certificate was the first letter received in 2013 about it).
When posting on pepipoo please say what each 'letter' was called EXACTLY and do not post without pictures of those 'letters'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
