Starting freehold enfranchisement procedure in case of absentee lanlord

Got the official copies of the Freehold title today. As we already knew the absent Freeholder is registered to the upstairs flat (even though they don't live there and have not for some years!)
Therefore:
Is it enough proof that the owners of the flat show their title plan (which they bought in 2004) and a copy of the tenancy agreement of the people who are letting from them or do we have to send a recorded delivery letter addressed to the Freeholder?
We also have sols. letter from a previous search for the Landlords which did not locate them. I know this is inadmissable as evidence to the court but would it be worthwhile to include as an appendix in the evidence bundle to the CC vesting order hearing?

- Notices are to be placed in local paper/London Gazette
- Companies house search to be done
