Parking Eye Letter - Scotland

Hi,
Received a letter in the post yesterday from Parking Eye, demanding £85 (or a reduced £50 if paid within 14 days) from an incident a couple of weeks ago. The letter detailed the time, date and had photos of the car (similar to the initial letters posted in another thread).
I had parked in a Morrisons car park in Glasgow, Scotland, staying there for about 3 hours. The car park is free to use, with the maximum permitted time to remain in the car park being 2 hours. There is signage to that effect in the car park. I was with the car for the majority of the time (locked myself out of the house but fortunately had a book with me!), aside from popping into the supermarket to buy a sandwich. The car park is a good size, and given that it was the middle of a weekday, it was empty and I in no way impeded other customers from using the car park.
I've seen from previous threads (numbers 4633453 and 4438797, for example) that ignoring a Parking Eye letter in Scotland is the thing to do.
The other little wrinkle is that the registered owner of the car is my mother, and I'm just about to emigrate. I don't want her to be worried or harassed by Parking Eye or anyone else over this matter. If someone could explain exactly why PE don't have any standing regarding their "invoices", I'd appreciate it.
Thanks.

Well they can't prove who the driver is in Scotland as keeper liability and pofa 2012 is not in force there. It's up to your mum on whether to name you as the driver. But I wouldn't in her place as you are emigrating.
This is what she'll get and which can be ignored
2 letters from parking eye demanding payment
2-3 letters from Debt Recovery Plus demanding payment
2-3 letters from Zenith Collections demanding payment
Then end of scam after they give up, note that debt recovery plus and zenith collections are actually the same company. The important thing is not to take these pathetic threats seriously, if they had a realistic chance and if the debt was real why do they need to send so many threatograms?
Point your mum here and ask as many questions as you likeWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

If you think your mother will be troubled by the empty threats. What you could also do is make an "appeal" to PE using your own name and address - That way the Parking Eye scam letters and threats will come to you and then you can just ignore them. They can't go back to your mother after that!

Pogofish is correct. Me and Mrs theHibby have ignored PE in Scotland on a few occasions and nothing has happened. Relax.0

And what happens if they do a claim in his name and the letters are not opened for a while? Just because Parking Eye are not doing claims in Scotland just now, it doesn't mean they never will. They are doing pre pofa claims now in England and Wales , that is exactly the same scenario in ScotlandWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you.
