can insurers penalise you for not disclosing speeding offences?

I don't agree with that. I have usually found that if insurers void a policy through non-disclosure they will return the premium. It's only fraud if they can prove that you purposely chose to mislead, otherwise it's breach of contract.
Regarding the OP, the insurers are entitled to void the policy if relevant information comes to light that may have had influence on their decision to issue a policy or the premium they would charge. If you found that informing them of the conviction would not have changed the terms, then you may have an argument.
Their decision would be to void the policy or not, I think fining you is an unusual decision and they may be taking advantage of the situation. Be careful though, they may get fed up if you argue and throw the whole claim out.
