When will EE launch VOIP app similar to O2's Tu Go?

When O2 launched its Tu Go app, the BBC reported that Orange and T-Mobile would be launching a similar app later this year.
These apps allow you to make and receive calls on your mobile number via VOIP where there is wifi but no mobile signal. This is useful for example:

- In coverage blackspots of which there are an increasing number since EE started decommissioning transmitters following their merger of the Orange and T-Mobile networks.
- On the London Underground, where there is wifi but no mobile signal.
- Abroad where there is no signal from your home network. For example, you could use a local SIM card to avoid roaming charges but use such a VOIP app to make and receive calls on your UK mobile number with charges as if you were in the UK.
