Parking ticket

So just over 8 months ago i had a parking notice from armtrac security services placed on the tank of my motorcycle. the person who did it did so on the sly i was over a friends that evening and the car park is for permit holders only you don't have to pay to park there,

about 3 months before my friend spoke on my behalf to the person who works and helps the tenants in the area on behalf of his landlord Sanctuary Housing. he asked if i needed to display a permit as i own a bike and due to the risk of the permit being stolen, the worker said i don't.

before hand i did display one but sticking it to the bike started to also damage the paint work, anyway so i stop displaying the permit and for a few months i was fine but on the 17th of October 2012 I was over my friends just stopping by for a cuppa late evening and i looked out the window to see a parking officer there.

i noticed he was scoping around my bike he then looked up at me and acknowledged i was watching him he then started to make out he was taking photos of the car next to my bike as if he was not gonna touch my bike.

i carried on watching him he then walked away from my bike started to wright a ticket, all the sudden he ran to my bike place it on the tank and ran back to his van i then ran down the stairs to try and catch him to explain but he started to drive off he even put his middle finger up to me.

six months later i received a notice to keeper in the post trying to claim £100 from me i have ignored, then a further 2 months later i have received a second latter saying if i don't pay in 7 days they will place the case to there legal team and may pursue the claim in court or using debtrecoveryplus. what shall i do now ? ignore of what ?

    Well they have failed to abide by pofa 2012, the NtK should have arrived within 56 days of the parking incident, so they cannot hold the keeper liable. Do they mention the protection of freedom act 2012? If so a complaint to the dvla is in order.

    If they can't hold the keeper liable it means that the driver/rider is liable, but they don't know who that is, and you have no legal obligation to tell them.

    So come back with the answer to the question above, also if this is in England or Wales ? Thanks
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
